Posted workers from and to Germany: Facts and Figures
As part of the PostingStat 2.0 project the report examines the role and significance of posted workers to and from Germany, their economic impact, and the challenges in enforcing regulations. Its goal is to close knowledge gaps through improved data analysis.
Despite fluctuations, Germany remains a key destination for intra-EU postings, particularly in construction, transport, the meat industry, and care work. Although posted workers represent only a small share of the workforce, they are essential in labor-intensive sectors. Issues such as exploitation, weak enforcement, and legal gaps persist, despite stricter laws improving conditions in some industries.
Germany is also the EU’s leading sending country, with Austria, France, and Switzerland as main destinations. Enforcement is carried out by customs authorities and the pension insurance system, focusing on high-risk sectors. However, staff shortages, legal barriers, and low inspection rates limit effectiveness. Common violations involve wage and documentation breaches, with penalties ranging from fines to license withdrawals.
